Michael Hickey
Michael Hickey earned his J.D. from The George Washington University Law School in 2023, concentrating in Business & Finance Law, competing in the Manfred Lachs Space Law Moot Court Competition, and completing a thesis on corporate liability for space debris under U.S. and international law. He holds a dual B.A. in Government & Politics and Spanish Language, Literature and Cultures (Professional Contexts) from the University of Maryland, College Park. He served as an Honors Law Clerk in the U.S. Environmental Protection Agency’s Office of Enforcement and Compliance Assurance, where he analyzed state compliance frameworks under the Clean Air Act, Clean Water Act, and Resource Conservation and Recovery Act to support the agency’s State Review Framework.
Mr. Hickey’s legal practice focuses on representing employers and carriers in claims under the Longshore and Harbor Workers’ Compensation Act, including its Defense Base Act extension, and in related reimbursement petitions under the War Hazards Compensation Act. He works closely with clients to resolve claims efficiently and limit potential liability. His professional interests include emerging technology, climate issues, and changing regulatory frameworks. Before joining Thomas Quinn, he handled Defense Base Act matters at a Virginia-based litigation boutique. Mr. Hickey is admitted in Virginia and is based in the Houston office.
